Marleen Ciroli
visionary and Founder, NPOC

Marleen created Nurse Practitioner OnCall in 1998, when she recognized the value of providing physicians with a much needed source of relief from the burden of having to take after hours call.  While she worked as a Medical Practice Manager in Primary Care and Geriatrics, she collaborated with a Physician and a business executive to create Nurse Practitioner OnCall, the first local call service of its kind.  Her attention to detail and high expectation of her expert recruitments have led the telephone triage business to a new level.    Her 30-plus years of clinical and healthcare expertise has implemented such programs as the Healthy at Home Program, which offers Primary Care at the home of the elderly and mobility-challenged populations in Eastern Massachusetts.  As a practice manager, she took a solo practitioners office with three employees and turned it into a multi-specialty practice with over 20 practitioners and support staff with revenue enhancement exceeding 130% compounded growth annually. She is a graduate of Mount Ida College. 



Robert Goddard
SR. Managing Director

In 2010, Marleen had the continued vision to build her team. Bob, a seasoned CEO, CFO and Global Treasurer, an entrepreneurial “hands on” executive who has demonstrated successful leadership in these roles, was the perfect addition to bring his business acumen and assist in her growth plans.  Initially as a consultant, now a integral member/equity player in NPOC, brings a proven track record of accomplishment in start-ups, spin-offs, turnarounds, early to mature stage growth oriented manufacturing and distribution companies, private ($10m-2b) and micro-cap ($100m-3b) public bio-science, educational resources and high tech companies, and healthcare entities. Background includes having constructed new foundations, re-engineering for profitability enhancement and infrastructure development as leading the team by “setting the bar”.  Bob is a graduate of Northeastern University and the Harvard Graduate School of Business.  



Justin S. Holtzman, MD
Medical Director

Justin is a primary care physician and hospitalist who practices in Massachusetts. He attended the University of Michigan where he received his Doctor of Medicine along with his Masters of Health Services Administration. Dr. Holtzman also received a Bachelor Degree in Business Administration with High Distinction. Dr. Holtzman meets with our Nurse Practitioners monthly to discuss triage cases and discusses new guidelines for evidenced based treatments and decision making. Dr. Holtzman is readily available to all staff NPs if they should decide they need to discuss a call with him.   Dr. Holtzman is also licensed in several other states which allows him to supervise our nurse practitioners who do not have full authority to practice.   He is a leader in his community and enjoys spending time with his wife, Lisa and dog Jake.



Clinical Liason and NP Supervisor

Lucille has received her Doctorate of Nursing Practice at Rocky Mountain University, her PhD at University of Massachusetts, and her Master’s of Science in Nursing from Boston College.  While working as an NP for Critical Care Specialist, she developed and implemented a brain injury certification for multidisciplinary staff and developed consortium with Florida Hospitals working with brain injured individuals.  She was a Nurse Executive for the James A. Haley VA Center in Tampa where she retired and transitioned her expert knowledge to NPOC’s triage team. She has been with NPOC since its creation in 1998.  Her expertise is in Adult Medicine and Geriatrics. When she is not working, she enjoys traveling and spending time with her grandchildren.



Alice Rose, NP
Supervising NP and Recruitment Specialist

Alice is an Adult Nurse Practitioner who received her post masters certificate at Mass General Institute of Health Professions. She received her Nursing degree at the University of Cincinnati College of Nursing and Health and continued her schooling to get her Master’s Degree in Medical-Surgical Nursing at Boston University.  She has a solid background as a Director of Education in Boston teaching hospitals with successful recruitment and placement of nursing students in hospitals.  She has extensive experience in post-acute care including long-term care, home health care and physician practices.
